EACC investigates Uasin Gishu County plan to buy Ksh570 million building


Ethics and Anti-Corruption Commission has launched investigations into a plan by Uasin Gishu County to purchase the National Bank Building in Eldoret town at Ksh570 million.

The county administration says the property will house offices for staff.

The cost is broken down into Ksh170 million for acquiring the building and Ksh 400 for buying the land.

A letter addressed to the County Secretary Mr. Edwin Bett, the anti-graft agency boss Twalib Mbarak through North Rift region Deputy Director Japheth Baithalu opened a probe into claims of the irregular procurement process.

“EACC is seized of information that the administration has irregularly acquired or is in the process of irregularly acquiring a building within Eldoret town… You are further advised to suspend transactions until our investigations are finalized,”  Baithalu said,

He asked the County to urgently provide any document sought to facilitate the investigations on the stated claims.

The anti-graft agency has sought sixteen particulars to establish if the due diligence observed.

The commission is seeking an official procurement plan, a certified copy of the advertisement as well as valid blank tendering documents with the county specifications of the said building.

EACC also wants to be provided with the building’s tender document register, valid copies of tendering documents presented by bidders, certified letter of appointment of a tender opening committee, valid copies of bid bonds, appointment letter of the evaluation committee and certified copy of tender opening minutes.

Additionally, the probe will be examining technical evaluation reports, notification of awards, and regret letters to bidders.

Other documents required for investigations include; acceptance letter of the notification of award, any sale agreement or contract signed between the county and the seller, government evaluation report for the disposal of a building, and any other relevant documents used in the transactions.

The investigators told the media that they would invite several officials for cross-examinations based on the documents sought to ensure the transaction is valid.

Uasin Gishu County Secretary already acknowledged the receipt of the EACC letter. The said building is located next to the current county head office along Uganda Road in Eldoret town.
